Hastings and Prince Edward District School Board (HPEDSB) values the diversity of our students and staff. We are committed to equity, inclusion and working to ensure everyone feels a strong sense of belonging, regardless of their background or personal circumstances. 

The communities we serve are growing more diverse. We value this diversity because it contributes to the ideas and perspectives that enrich school communities. To support our efforts, we must learn more about our students and staff so we are able to identify opportunities to help everyone succeed. That’s why we are conducting a student census and a staff census in November 2021.

We are committed to learning together, with our school communities, to ensure our schools are equitable, accessible and inclusive environments—places where all students, staff, families and community members thrive, feel welcomed, appreciated and respected for their unique contributions to the HPEDSB family. 

The HPEDSB 2020-2025 Strategic Plan sets strategic priorities and goals for equitable education opportunities and outcomes, supported by a culture of respect, fairness and high expectations for all. One of the strategic plan goals is to Strengthen community through equity and social justice. Through the planned actions, we believe positive outcomes will be achieved for everyone in our HPEDSB family.

As well, Policy 20: Equity (draft at this time), affirms the Board’s commitment to embracing diverse social realities, while maintaining welcoming, safe and inclusive environments for all students and staff. The policy is a reflection of Ontario’s Equity and Inclusive Education Strategy, supporting all areas of HPEDSB procedures, guidelines and practices.

Student census purpose

  • The This is Me in HPE Student Census will collect data to enhance our understanding of our students’ identities, leading to and supporting evidence-based decision-making at HPEDSB.
  • This information will assist us identify and address systemic barriers, gaps and disparities. Actions to improve student achievement and well-being will be evidence-based and relevant to our student population.
  • This census is aligned with Ontario’s Education Equity Action Plan, where the Ministry of Education has committed to work in partnership with Ontario school boards to identify and eliminate systemic barriers and discriminatory biases.

Why participate in the This is Me in HPE Student Census?

  • The This is Me in HPE Student Census is voluntary and will respect every student’s confidentiality and privacy rights. 
  • Collecting identity-based information through this student census will help us to be more aware of the diversity within our student population and to identify groups of students being underserved.
  • Knowing this information will allow us to develop and revise policies, procedures, programs, strategies and teaching practices.
  • It will also assist us with allocating resources and supports to improve school environments and help every student succeed.
  • This student census will help us understand who our students are so that we can serve them better through evidence-informed decision making. 

Data from the This is Me in HPE student census will help us plan for the future

We will:

  • Be aware of and support the diversity of our students and families
  • Better understand the needs of our students and families
  • Enhance access to services and eliminate barriers for our students and families
  • Reduce disadvantages faced by some of our students and families
  • Allocate resources and enhance programs and service delivery
  • Improve learning opportunities for all students        

The census questions are provided under the Ontario Anti-Racism Data Standards established through the Ontario Anti-Racism Act and are in alignment with Ontario’s Education Equity Action Plan. It is also a priority action step in the development of the HPEDSB Equity Action Plan.

Two versions of the student census

The student censuses are separated into two versions:

Before the census is provided to students, families will receive a letter explaining the purpose, how to participate and how to withdraw consent, if applicable. The census for JK-Grade 4 students is to be completed by the student’s parents/guardians at home, older students will complete it at school during class time with teacher support. If you have any questions or concerns after reviewing the censuses, please contact us as noted below.

Staff Census

We need your help!

The staff and student censuses are closely aligned; the data collected from each one will offer insight into the diversity that currently exists in our schools. This will form an important baseline against which future data will be compared, so we can track and respond to shifts in our local demographics through the lens of school board employment practices, such as hiring, mentoring, training, and advancement.

Having reliable workforce data will enable us to properly conduct an Employment Systems Review and work towards developing subsequent plans for the continual promotion of fair hiring practices, inclusive workplaces and a representative workforce.

Statistics Canada (StatsCan) provides labour market comparator data in four demographic categories that align with the federal Employment Equity Act: women, people with disabilities, Aboriginal peoples, and visible minorities. We recognize the need to inquire beyond these four categories in effort to provide fair and equitable workplaces and learning environments that reflect Ontario’s diversity.

Staff census purpose

The Hastings Prince Edward District School Board values the diversity of students and staff and is committed to serving all students and staff to the best of our abilities. This includes focusing on equity, inclusion, and working to ensure everyone feels supported and a strong sense of belonging, regardless of their background or personal circumstances.

Demographic data collection plays an essential role in supporting school boards to identify and address systemic barriers that lead to the inequitable provision of, and access to, programs, supports, opportunities, and services. The overarching purpose of enhancing demographic data collection is to improve the achievement and well-being of all staff and students.

Completing the staff census

All employees will have 30 minutes on the November 1 PA Day to complete the census, and it will remain open until November 5. Staff will access the census through a secure section of the HPEDSB website and paper copies will also be available, that can be deposited into a secure, locked ballot box. The locked boxes will be available at all school offices and board buildings.
