| 22 May 2008, Belleville, Ontario—Discussions are underway between three organizations to construct a new sewage treatment facility in the Bayside area. The Hastings and Prince Edward District School Board, City of Quinte West and Three Strand Development are proposing that the new facility serve Bayside Secondary School and a new single family housing development in the Bayside area.
The three parties will sign a non-binding letter of intent to proceed with further development plans, approvals and property transfers to construct the facility on property now owned by the school board. This is the start of a complex planning and legal process that will allow each of the parties to ensure requirements under provincial legislation are met and that all community issues are addressed. The property is located on the south side of Highway 2 across from Bayside Secondary School. In addition, the new sewage treatment facility will allow for connection of other Bayside school buildings in the future.
“This is good news for HPEDSB because the district will have an aging septic system replaced with a modern more efficient system at minimal cost,” remarked Carl Pitman, Chair of the Board.
Quinte West will own and operate the sewage treatment facility based on Ministry of Environment standards. Three Strand will construct the facility based on Ministry of Environment requirements. The Hastings and Prince Edward District School Board will provide the property at no cost to the City of Quinte West, and will also utilize the facility.
“The project has a long way to go before it becomes a reality; however, this is an excellent first step in moving the project forward. Further public meetings will be held in the near future to provide residents with further information and to receive additional feedback,” commented Mayor John Williams.
Quinte West will provide additional municipal services and growth potential for the community at minimal cost to taxpayers. Three Strand will achieve its commitment to high quality home development within the community.
