Policies and Procedures

The Board Policy Handbook of the Hastings and Prince Edward District School Board is intended to be supplemented by an Administrative Procedures Manual, the primary written document by which the director of education directs staff. The Administrative Procedures Manual must be entirely consistent with the Board Policy Handbook.

The development of two separate and distinct documents is meant to reinforce the distinction in Hastings and Prince Edward District School Board between the board’s responsibility to govern and the director’s executive or administrative duties.

This Administrative Procedures Manual is designed to be the primary written source of administrative direction for the staff of Hastings and Prince Edward District School Board.

There are five categories in which administrative procedures are placed in the Manual. The categories are:

100 General Administration
The general administration procedures deal with system planning, matters that affect the whole district, issues that affect both students and staff members, and community involvement.

200 Educational Programs and Materials These procedures describe school organization, the curriculum, instructional strategies, and curriculum resources.

300 Students
Procedures in this section deal with all student matters. Some examples are school attendance, student welfare and safety, supervision, emergency plans, discipline, student evaluation, reporting to parents, and awards.

400 Personnel and Staff Relations
These procedures deal with any matters related to staff members or volunteers. Procedures describe such issues as hiring of staff, staff records, health and safety, benefits and assistance, professional development, performance appraisal, professional misconduct, and recognition.

500 Business Administration
Business administration procedures relate to budgeting, purchasing, audits, the management and maintenance of all district facilities and property, and student transportation.

A logical flow of procedures is attempted within the categories. For example, criteria for student admission is followed by various supports for student health and well-being, followed by safe schools issues and discipline, and lastly, by evaluation procedures.

Gaps in the numbering sequence facilitate the insertion of additional administrative procedures that may be developed at a future time.

This Board Policy Handbook has been developed to highlight and support the very important governance function of Hastings and Prince Edward District School Board. In addition to clearly defining the role of the board, the role of the director of education and the delegation of authority from the board to the director, it includes the following as policies:

    1. Foundational statements which provide guidance and direction for all activities within Hastings and Prince Edward District School Board;
    2. Directions for how the board itself is to function and how individual trustees are to conduct themselves; directions for the functioning of board committees and representatives;
    3. Statements as to how appeals and hearings will be conducted;
    4. Non-delegable matters such as policy-making and selection of the director of education; and Specific matters which the board has chosen not to delegate to the director.
